how do i get over my fear of putting my head under water, as i had a panic attack last time i fell in.?

You could go to a pool, get in the shallow end, and then hang onto the wall, while kicking your feet (so that you are actually kicking toward the wall you’re hanging onto), and then put your head in the water for short periods of time. It will make it seem like you’re swimming with your head down, but there is absolutely no danger to you, as you can raise your head anytime you feel scared. I had to practice this as well, because I used to be deathly afraid of the water too.
